Nice framing -- with what I think is the footing diagonal from the one in the foreground visible in the background. At first, I thought the bird at the top was a light!

Yes, the foot of a bridge called the Ostspange. I am not sure where exactly the name comes from. Normally, Spange is a metal clasp. There is also a Westspange at the other end of the city, but it is of a different form. So I guess Spange signifies its role in traffic planning, rather the bridge construction.
